For the costume celebration, Rogers dons an airplane pilot outfit, while Betty Aberlin and Joe Negri collaborate to create a horse costume. Meanwhile, in the Neighborhood of Make-Believe, everyone joins in the festivities, but the toy Horse finds itself without a costume to wear.
