In Albuquerque, NM, authorities apprehend a woman caught in the act of spray-painting her neighbor's garage, her hands covered in red paint. Meanwhile, in West Bend, WI, a man puts on an unusual performance for the cameras while locked up in his jail cell. Over in Fort Wayne, IN, the mayor finds himself attempting to evade arrest following an incident of drinking and driving.
